4th TRAINING CONFERENCE ENERGY AND MINING SECTOR
The Human Resources Function has become a strategic function. Managers of Human Resources have become henceforth key actors, in that, they are not merely concerned by the implementation of decisions but are wholly involved in their making. They have turned into efficient “business partners” for company managers who realized that a successful human resources strategy makes the difference when in competition.
Moreover, in this new social and economic context keenly concerned by optimization and cost reduction, human resources structures should adapt to the marketplace and adopt the best practices in use.
In fact, to ensure that the human resources function is performed efficiently, they should:
Make use of their own driving forces in terms of competencies and include them among the company top priorities.
Implement new functioning methods leading to a rapid return on investments.
From now on, the activities of the human resources managers will be devoted not only to classical missions (recruiting, evaluation, training, compensation and social negotiation) but will include management changing environment, involvement, communication and information systems.
Such an evolution, while inducing a broadening activity field, requires sharply targeted training paths and increased professionnalization of competencies in accordance with the function requirements.
Within this context, I am pleased to announce that the Fourth Training Conference will be held in Algiers, on November 20 and 21, 2007 around the following theme
« Professionnalization of the Human Resources Function »
The conference will provide an opportunity for the participants to exchange experiences and make observations concerning the methods and practices in use for the development of the human resources managers in terms of potential and competence.
Such a professionnalization can be achieved mainly via training which should be considered as a real investment; the short and long term impact of this investment will be decisive for our companies to face the challenges induced by competitiveness in this new context of globalization.
The fourth training conference should provide the opportunity to evaluate the efforts made by our companies towards the professionnalization of their human resources, as it should also be an occasion for the management line of the sector to make recommendations concerning the definition of concrete action plans.
I do personally feel concerned by the success of this conference and I do invite you to contribute efficiently considering the importance of the development of the HRF which has become a competitively token for our enterprises.
Dr Chakib Khelil
Minister of Energy and Mining.
