National and international invitation to tender N°03/MEM/DGE/DENR/2006

The Ministry of Energy and Mines, the General Direction of the Energy Products Distribution launches an invitation to national and international tender for the organization in Algiers of a conference and an international fair on the renewable energies. The fair will be organized under one common theme « Politic of renewable energies development »

From the first day of its publication on the BAOSEM bulletin, and upon presentation of the proof document of payment of an amount of one thousand Algerian Dinars (1000 DA) to the control receipt of the Ministry of Energy and Mines, the bidders interested in this call to tender can withdraw specifications and tender document at the following address :

In order to participate to these tender, companies must have a proven track record and minimum of 3 years of experience in the media and fair organization business. Bidders are invited to submit their proposals in 2 separate steps.

First Step: TECHNICAL OFFER

At this first step of tender, bidders will submit their technical proposal without reference to the price, with the specifications required and related to the tender document. The offers must be sent under double and sealed envelope.

The inside envelope must contain only the technical offer with the initials and the corporate name of the bidder. The external cover must be anonymous with the following mention:

"Technical offer" "Confidential, not to be opened"

The deadline of the received technical offer is fixed to thirty (30) days from the first release of the call to tender on the BAOSEM Bulletin. Every tender received beyond this limit is considered as null and void, in witness with the date stamp. All documentation received after this deadline will be systematically returned to the bidders.

Second Step: FINANCIAL OFFER

The retained bidders will be invited in the second phase to submit their financial offer. The bidders will remain committed by their financial offer during ninety (90) days starting from 19^th June 2006.
