INVITATION TO FOREIGN AND LOCAL

INVESTORS N°01/2000/PPP

In order to satisfy the rising demand for electrical power, on the one hand, and to promote the exportation of the generated power on the other hand, SONELGAZ has decided to adopt a new strategy for electrical power production in Algeria, inviting local and foreign investors who will be in charge of the design, finance, building, ownership, operation and maintenance of one or many power plants of 2000 MW total capacity. They will be also in charge of selling the generated power both in the local and foreign markets (exportation) according to the Algerian laws and regulations as well as the arrangements stated in the different agreements.

For the local market : SONELGAZ is the sole purchaser of a 400 MW production.

For the exportation : The generated power will be exported by the investor in association with SONELGAZ and/ or SONELGAZ associated public companies.

against payment by a certified cheque or by transfer in which it is mentioned the credited account stamped by the bidder’s Bank of the amount of US $ 3,000 equivalent to DA 210,000 for local investors, made out to Sonelgaz account opened at " La Banque Nationale d’Algérie" located at: 08, Boulevard Ernesto Che Guevara – Alger.

All offers shall enclose ,at the deadline of the deposit of the offers, a bank guarantee of :

For foreign investors: 2,500 US $/MW emanating from an Algerian bank and against-guarantee by a first-rate bank of the bidder’s country.

For local investors: 175,000 DA/MW emanating from an Algerian bank .

The deadline of the bids deposit is on Monday, October 2nd 2000 at 10h00 at the address mentioned above.

The call for Tenders N° 01/2000/KDM relative to the construction of a gas turbine power plant containing two identical gas turbines of a total capacity ranging between 400 MW to 500 MW at Ain Beida is cancelled.
