6^th INTERNATIONAL LICENSING ROUND

OIL & GAS EXPLORATION OPPORTUNITIES

 

 

     The Ministry of Energy and Mines and Sonatrach have the great pleasure to announce the 6^th International Licensing Round for Oil & Gas Exploration and Appraisal Opportunities, in partnership with Sonatrach.

 

    Oil & Gas companies are kindly invited to apply within the framework of the bid round indicated hereafter.

 

    Perimeters on offer

 

   The selected perimeters on offer are located within different Algerian petroleum

   basins with very high petroleum resources.

     Presentation Meeting

     Technical information and main contractual terms related to blocks on offer will be presented on October 20^th, 2004 in Algiers.

 

    An information package will be available, containing:

Ø        Technical summary of the blocks,

Ø        Data Room organization and modalities,

Ø        Main contractual terms.

 

   Data Room session

   A company profile will be requested for data room participation.

   A complete data package (geological data, geophysical data...etc) for the selected perimeters will be available for review during a Data Room Session in Algiers, from October 23^rd, 2004 to December 16^th, 2004.

   The data room participation will require payment of fees.

   Companies will be allowed to duplicate the data for in-house accurate evaluation.

   A model contract for each perimeter together with related bid round documentation will be delivered during the Data Room.

 

   Clarification meetings

   In order to allow the companies to have a better understanding of the contractual terms, clarification meetings can be requested by the companies from December 4^th, 2004 to December 22^nd, 2004.    Companies may suggest changes to the model Contract, if any, until December 22^nd, 2004.

   No changes to the Contract will be accepted after this date. All the companies will be informed and receive the final contract draft before January 19^th, 2005.

 

 

Ø        The closing date for the Licensing Round will be on March 19^th, 2005 at 04:00 P.M. local time. The bids including the initialled contract must be submitted by hand under sealed envelope before 10:00 A.M. on March 20^th, 2005 at Sonatrach, 6^th Floor, Chemin du Réservoir, Hydra, 16035 Alger.

Ø        Bids will be opened on March 20^th, 2005 at 12:00 A.M. in presence of all bidders.

Ø        Award of contracts will be made on the basis of a single bid parameter.

Ø        Signing of contracts: Within fifteen (15) days following the award. The proposed date is March 30^th, 2005.
