National and International Invitation to tender N°01/MEM/DGM/2006

The Ministry of Energy and Mines, the General Direction of Mines, launches an invitation to national and international tender in order to : The organization of the First International Conference, in Algeria, on Mineral Resources (CIRMA1), to be held from the 2nd to the 4th of December 2007, in Algiers The slogan of CIRMA1 is: « Mineral resources, their development, their geological context,… a potential to invest in ».

From the first day of its publication on the BAOSEM bulletin, and upon presentation of the proof document of payment of an amount of one thousand Algerian Dinars (1000 DA) to the control receipt of the Ministry of Energy and Mines, the bidders interested in this call to tender can withdraw specifications and tender document at the following address :

Can tender the organizations specialized in the business of the communication and the organization of similar events. They must have an experience in these of at least three (03) similar events.

The offers will be done in two distinct stages

First Step: TECHNICAL OFFER 

At this first step of tender, bidders will submit their technical proposal without reference to the price, with the specifications required listed in the tender document. The offers must be sent under double and sealed cover. 

The inside cover  must contain only the technical offer with the initials and the corporate name of the bidder. The external cover must be anonymous with the following mention:

The technical proposals deadline is on September, 27, 2006 at 10 a.m , forty five (45) days from the release of the call to tender on the BAOSEM Bulletin.

The opening session of technical proposals will be held immediately after the deadline mentioned above.

Tenders received beyond this date will be rejected, considering the date of the post seal. All documentation received after this deadline will be systematically returned to the bidders.

Second Stage: FINANCIAL PROPOSAL

The selected bidders will be invited in the second stage to submit their financial proposal. The bidders will remain committed by their financial proposal during ninety (90) days starting from the day of opening the financial proposals. 

The technical and commercial proposals will be opened in public, with the bidders participation.
