 Opinion of national and international offer n° 01/2006

development of small and average mine

Pursuant to the law n°01/10 of the 11Rabie Ethani 1422 correspondent at bearing 03 July 2001 law mining, the Ministry for Energy and Mines launches an opinion of call to the investors for purposes of attribution adjudication of mining titles of exploitation or exploration, for the lodgings of mineral substances appearing as an annexe

The substances suggested are as follows:

For the titles of exploitation: Aggregates cement and other, Carbonate calcium, Line, Clay and Sands.

For the titles of exploration : Aggregates cement and other, Marble & Decorative stones, Clay, Gypsum, Sands and Salt.

To this end, the Ministry for Energie and Mines, organizes, under the high patronage of Mister the Minister for Energy and the Mines, a permanent exposure which will take place 20 ^the June 2006 to July 17, 2006, of the seat of the Ministry located, Val d’Hydra, Algiers.

The interested investors will be able, during these days, after inscription on a register open for this purpose, to proceed, with the help of the sum of 10.000,00 DA for each requested lodging, with the withdrawal:

• of a schedule of conditions fixing the clauses and conditions applicable to the invitation to tender of mining titles small and average mining, of exploitation artisanal, or exploration,
• charts of the lodgings proposed.

The closing date of the sale of these documents is fixed at July 17, 2006.

The deposit of the tenders is fixed at the date of July 18, 2006 from 8 H with 10 H followed by the public opening of the folds, at the conferences-room of the Ministry located Val d’Hydra, Algiers.
