In accordance with the provisions of the executive decree 97-435 of november 17th 1997, relating to the regulation of storage and distribution of oil products activity, any and all operators authorized to exercise the activity of oil products distribution are entitled to get their supply, to meet their markets requirements either from :

2. Access of the distributors of petroleum products to the sources of production and their provisioning starting from the pipes

1. Provisioning of the authorized private distributors from the manufacturing units of petroleum products.

Given that the manufacturing units of petroleum products of the companies Naftec and Sonatrach do not have their own cargo loadings system of tankers, the following cases are retained:

a) Naftec and Sonatrach Sources of production having to supply directly the authorized distributors.

These units have their own cargo loadings system.

The list of names of the units concerned is in appendix 1

The investors whose provisioning will be carried out starting from these units, should not formulate in their file of request for authorization an engagement of provisioning near a supplier.

The list of names of the authorized distributors is automatically transmitted by the Ministry to the companies Naftec and Sonatrach. These ones prepare as soon as the reception of the request for a distributor, a convention of provisioning which will be signed by the two parts.

b) Sources of production whose loading arms belong to Naftal.

The authorized private distributors must in this case go to Naftal for their procurement of oil products.

The list of the units concerned is in appendix 2

In this case, the investors must deposit in their files of request for authorization, a preliminary engagement of provisioning at Naftal.

The operator will be automatically supplied as the finalization of his project and on presentation of the decree of introduction.

2. Provisioning by pipes the private distributors having been authorized to move into an industrial zone including a manufacturing unit of petroleum products.

The principle is accepted by the companies Sonatrach and Naftec, provided the projects of the promoters are conformed to the technical requirements and safety.

3. Provisioning of the private distributors of GPL/C directly starting from pipe LPG Hassi R' Mel/Arzew of Sonatrach

The principle is accepted by Sonatrach, under reserves of the technical requirements and the security of the projects of the known distributors indicated.

Consequently, the investors interested by the activities of distribution whose projects require the connection of their infrastructures by the types of pipes indicated must provide in their files of request for authorization a study having to answer the technical requirements and security of their projects.

This study will be transmitted by the Ministry to the companies concerned, for notification before the delivery of the authorizations.
